DUI or any offense where you have been charged & police is involved comes in your record. The visa application forms for most of the countries clearly ask you for any misdemeanor committed in past. So yes, it would be mention in your visa application, but it doesn’t mean u can’t start as a new leaf, you definitely can.

usually you have to wait at least 5 years after the end of the LAST sentence or conviction before you can even apply to emigrate.
If you went to jail, then depending on how long, you have to wait for 10 years after you were released (Canada), or if you were in jail for longer than 30 months, you can never emigrate to UK at all.
