Minnesota is the only state I’ve heard of. In fact, I did a google of whiskey plates, and "whiskey plates minnesota" came up.
They are issued under three circumstances:
• A prior DUI (driving under the influence) within the past 10 years
• Driving with a blood alcohol level greater than 0.20 percent.
• DUI with a child in the vehicle.
The purpose is to make sure the offender has current registration and insurance. According to a legal site I found, They could initially pull you over based solely on the plate, but the MN Supreme Court ruled against this in 2003.
I’ve never heard of that in Pennsylvania.
Ohio has red letter plates for people convicted of DUI’s.

But I’ve also seen a clear red cover plate over a normal tag. I don’t know how long they have to have the plates. I haven’t had a DUI.
I know that Ohio had red plates. They may have changed it but I am sure they still have a plate that designates previous DUI violators.
