Can a US citizen get a dual citizenship (US/Canada) if he/she received a DWAI or DWI or DUI here in the US?

My boyfriend is a US citizen. Born and raised. He received a DUI here back in 2000. He is wanting to get dual citizenship with Canada. But Canadian law forbids any US citizen with a DUI conviction across the border. Can he still get a dual citizenship with that on his record? ...

    Since more than five years have elapsed since his conviction, and IF he is considered "rehabilitated", he could now be admissible to Canada.

    If he IS admissible, he still must apply for permanent residency, and reside in Canada a minimum of 3 years before being eligible to apply for citizenship.
