In Texas if you refuse to take a breathalyser your license is automatically suspended, this is not a separate criminal action or charge, it is an administrative one but the charge of dui is still on your record and the btr off to the side indicates that you refused the test

4 months is actually not that bad of a gap in today’s employment landscape. There’s plenty of others out there trying to explain 1 yr+ plus lapses of employment.
While I totally understand the frustration with unemployement (been there), you have to keep things in perspective and know that your a lot more marketable than many other unemployed folks and plenty of great people with great skills are having just as hard of a time as you are, if not harder.
In the meantime, try filling that gap with some new education or volunteer experience. Not only does it help fill out your resume but it gives you something interesting to bring up in an interview.

It shouldn’t keep you from getting your license. Some agencies might not hire you but I am sure others will depending on low ago it was.
