This is tricky. What do you mean by dropped? You were acquitted? Was your case ever prosecuted in criminal court and dismissed? If the case was dismissed that way, or you were never prosecuted, then you have no conviction. A conviction is typically needed to elevate a second offense to a felony. Your record is only supposed to reflect open cases and cases disposed of with criminal convictions.
As for your license, that may be tricky. If yiou were arrested for DUI and refused to take a breathalyzer exam, you face a mandatory suspension. I doubt that your not being convicted of a DWI resulting from that arrest would nullify the suspension.

If you were "convicted", it will stay on your license. The "dropped" part may refer to your suspension of privileges.
dropped should mean no it should mean as if it never happened they did not have enough evidence to prosecute
