    Depends on the jurisdiction, but most likely. Of course they should really impound the DUI’er, but if they can take their car from them, that’s a start.

    Depends on the laws of your state. In Alaska, the court can take your car and sell it – even if you still owe money on it and yes, you would still be liable to make all your payments.
