His fines and surcharges go to NJ.
Depending on Kansas state law, it may cost more to renew his license.
If he still has the license, he needs to return it to Kansas. Usually it is taken by the law enforcement official when arrested. DUI will cause his license to be suspended at the time of blowing above the legal limit or refusing to blow into the machine (chemical test). He will have to go to court and then go through the steps to restore his license. He will eventually have to pay extra fees to get his license reinstated.

If he has lived in NJ over 3 mo (Unless Military ) then he should have a NJ license.
If you and he reside in Kansas, then Kansas is your home and the Drivers License does not matter (just that it is current?)
Now the DUI will be recorded and entered into the computer if found guilty and Kansas will be notified of the DUI in NJ and what NJ did in the case.
