Passengers would always be questioned, and information would be obtained for possible future use.
Most times, passenger ID is requested and noted by the arresting officer. Before you are arrested for DUI, you are given tests, including a breath/blood test. This is all they need for proof. The police having your info would only be used for you to prove you were in the vehicle should the driver decide to fight it in court.
They might ask the passengers for ID's but when you get a DUI the blood test is all the evidence they need. They usually just look at ID's and then let them go.
