The state police can't answer my questions, this is why I am asking for your help on how to pull it up on the internet.
In Virginia, you can access information about current criminal/traffic infractions on the Virginia General District Court Case Information website. Unfortunately, you must search by city/county. But if you have the time, you could search through all of them.

Contact va state police they should be able to locate by name.

You cannot inquire someone else’s arrest information unless you are a spouse of the subject or an attoreny. However you may be able to contact the subject arrested and ask him what county his arrest was made in VA. and have him to request a copy of his arrest report. I’m not aware of a website that offers this type of information over the net. Good Luck !
