There is absolutely no reciprocity between an American state and a foreign country. Even if you were convicted of a DUI and had a revoked license and escaped sentencing for a DUI, there would be no consequences in a foreign country. In fact there would be no way for anyone on the state level to even contact nor approach that country to ask for you or to observe any decisions of their courts.

I hope that was clear enough.

The only entity that can confer with a foreign country is the U.S. government. However, driver licensing is a power solely of each individual state. So the government would never contact a foreign country on behalf of a state.
