    Actually, all states have statutes of limitations, but those do not apply in your case. A statute of limitations is the time required, after an offense, in which proceedings must be instituted. Most states have eliminated statutes of limitations only for the most severe offenses, such as first degree murder.
    Because your proceedings have already occurred, any statute of limitations doesn’t apply. What you need to be concerned with is the fact that you apparently haven’t fulfilled the judgment against you. Do you have any idea that the state of California is looking for you? If so, they can easily have their judgment enforced in another state. If not, the case may simply have been idled long enough that no one is working to seek enforcement. You may be able to call the clerk of the court in which the judgment was rendered to find out the status of the case. It is public information. Since the case is so old, they may not be able to give you the information over the phone, and you may have to go there in person. Even if you have to go there, the clerk’s office personnel are not in the position, even if they wanted to, to attempt to find out who you are and to enforce the judgment.
