No all areas have their information online. I have a purchased product that I use for info and there are a lot of states, cities and counties that are not offering this information online yet, and may never be. If you know the county you want to search, that would be the place to start. Try typing in the county name with a plus sign and then clerk of the court. That usually gets you to where the records are kept and you can find out if they are online or not.

if people access the sheriff’s website while u are in jail…they can see what you were busted for.
other than that…background check sites will reveal.
