Can you have one DUI every 11 years In California And It Be Treated As Your First?

It's a bet I have. I say that you can have a DUI every 11 years and the court will always consider it to be your first- that the other ones will not have any relevance. Basic DUI's- no one killed. Is this true?
I just am asking about CA- I don't care about other states.
