what country, state, county, or province has the lowest dui (driving under the influence) rate in the world?
I would like to know what country, state, county, or province has the lowest dui rate in the world? If available, it would also be good to know why that is. Tough laws? Cultural influences? Then other countries and states can follow the example of this country, state or province, and have lower dui rates.
